However, in 1997, Florida became the first state to develop its own Internet-based public high school available to all residents. Since then, forty-four other states have followed in their footsteps. Today, virtual schools are becoming increasingly popular. While most are only available to high school students, more virtual schools are currently being adapted for younger learners (Florida Virtual Schools, 2011).
With the increasing demand for virtual schools, the North American Council for Online Learning (NACOL) was established in 2003, in order to ensure that every child has access to a high-quality online education. Therefore, they have worked to increase awareness about virtual schools and lobbied to bring them to all fifty states (iNACOL, 2012).
